He was born on November 4, 1976.

He has a 20-year experience in aviation. Since 1996 he has worked in the area of flight operations.
For the last 3 years he worked for the “Polish Airports” State Enterprise, where he was, inter alia, the Head of the Chopin Airport Operational Management Service and the Safety Manager  . Moreover, in the consecutive years, he was responsible for supporting the Head of the Service in operational management of the airport and in the management of the subordinate operational units, such as: the Airport Fire Service, the Team on Duty of the Airport, the Airport Medical Rescue and Operational Oversight.

In 2012 – 2014 he worked for the Civil Aviation Authority where he was the Head of the Commercial Air Transport Inspectorate. He was also an Oversight Expert for Operations, inter alia at EASA (a group of experts of NSAs within the scope of EFB – Electronic Flight Bag).

Mr. Witkowski has an over 11-year experience in ground services (LOT Ground Services Sp. z. o. o). He cooperated with FTO Ventum Air and held the position of the Director of Aviation Training Center. During his career he gained a license of a Flight Dispatcher (FDL-ICAO), he was responsible for planning flights, a comprehensive organization and oversight of air transport and was the Operational Director – Flight Dispatch Services.

Mr. Witkowski was a participant of numerous prestigious courses and trainings, inclusive of a training for auditors and inspectors – Aviation Safety Inspector / JAA Training Organisation in the Netherlands, Boeing B777–200/300 EASA PART 145 Gen. Familiarization Course by SR Technics, Airbus A318-321 (CFM56) Gen. Familiarization Course by SAS Technical Training; as well as a training on Efficient Application and Oversight of SMS (Safety Management System) for Aviation Oversight Inspectors organized by Baines Simmons Limited. In 2015 he completed a course on ISMS – Integrated Safety Management System at the Singapore Aviation Academy.

He is a winner of the CAA President’s scholarship within the scope of which he completed a training at the Singapore Aviation Academy for Flight Operations Inspectors – FOI.

Mr. Witkowski has graduated from the College of Safety and Security in Warsaw, faculty of Administration of Information Security. He graduated also from Pułtusk Academy of Humanities, major in EU Transport Policy; moreover, he completed post-graduate studies on Safety Management in Aviation (SMS) at the Łazarski University.
